Complete guide to regulatory requirements, material selection and design processes for cosmetic labels.

Why do cosmetic labels need design standards?

Cosmetic labels are the most direct communication interface between products and consumers. According to the Cosmetics Supervision and Administration Regulation and GB 5296.3-2008 "Consumer Product Instructions - General Labeling of Cosmetics", label information must be truthful, complete, and clearly readable. A well-designed label must not only convey all legally required information but also attract consumer attention within 3 seconds on the shelf.

According to statistics from the China Fragrance Flavor and Cosmetic Industry Association, over 60% of consumers carefully read label information when purchasing cosmetics. The professionalism of label design directly affects consumer trust and purchase decisions. This is why brands are increasingly investing in materials and processes for label production.

Legally required label content

The 2021 Cosmetics Supervision and Administration Regulation introduced new requirements for label content. Labels must include: product name, filing number or registration certificate number, manufacturer name and address, net content, full ingredient list, shelf life or production batch number and expiration date. Special cosmetics (such as sunscreen, whitening, hair dye) must indicate the special cosmetics registration certificate number.

According to GB 23350-2021 "Restriction on Overpackaging of Commodities - Food and Cosmetics", cosmetic packaging layers must not exceed 4 layers, and packaging costs must not exceed 20% of the product selling price. This means label design needs to efficiently convey information within the legally limited space.

Ingredient lists are arranged from highest to lowest content, with INCI (International Nomenclature of Cosmetic Ingredients) as the standard format. Common misleading claims such as "preservative-free" require scientific basis, otherwise they may be deemed false advertising.

Material selection for cosmetic labels

Cosmetic label materials should be selected based on product type and usage environment:

Transparent PET labels: Suitable for transparent bottles (essence, toner), achieving a "no-label" effect. PET material has good light transmission, rich printing colors, and excellent water resistance.

Synthetic paper labels: Suitable for daily skincare products such as lotions and creams. Synthetic paper combines paper texture with plastic water resistance, providing good touch feel, ideal for brands emphasizing natural ingredients.

Coated paper self-adhesive: Suitable for makeup and outer packaging of gift sets. Cost-effective with strong printing performance, suitable for large-area hot stamping/embossing and other enhancement processes.

Shrink labels: Suitable for irregular bottle shapes (such as mascara tubes, lipstick tubes), completely fitting the bottle body through heat shrinkage. Material is PVC or PET-G.

Printing processes and effect presentation

Cosmetic labels pursue visual sophistication. Recommended process combinations:

Hot foil stamping is used to highlight LOGO and product names, with gold and silver being the most common options. Spot UV gives product names or core selling points a glossy effect, contrasting with matte backgrounds. Embossing creates a three-dimensional relief texture on the label, suitable for premium product lines.

Digital printing technology is particularly suitable for small-batch multi-variety customization needs of cosmetic labels - different SKUs share the same box structure but have different label contents, eliminating the need for separate plate making. HP Indigo digital printing machines support spot color simulation and precise color difference control, meeting brand requirements for standard color (Pantone color) reproduction.

Common design issues and avoidance tips

Text too small: Some brands reduce legally required text to below 5pt in pursuit of minimalist design, making it unreadable after actual printing. It is recommended that body text be at least 7pt, and net content and warning text be at least 5pt.

Missing information: International brands often miss filing numbers or full ingredient lists on Chinese labels. It is recommended to check the latest regulatory requirements item by item with a checklist before finalization.

Material mismatch: Water-containing products such as facial masks use ordinary coated paper labels, which wrinkle or fall off when soaked in water. Waterproof PET or synthetic paper materials should be used instead.

Excessive white space (common AI issue): Some designers leave large amounts of white space on labels for "breathability", resulting in low visibility when products are placed on shelves. Label design should make good use of space, ensuring key information is visible from 2 meters away.
